Florida's Jesse Winchester gets three for an elbowing incident against Boston's Chris Kelly on November 7, 2013. The Panthers - in former head coach Kevin Dineen's final game with the Cats - dropped to 3-9-4 in a 4-1 loss to the Bruins; Kelly later returned, and there was no call on the initial play. The NHL's Department of Player Safety explains the decision above, and just one more issue for new coach Peter Horachek - yet to oversee a single game - to deal with.
